If you will have forex accounts in several different places, for example in New York, Tokyo, and London you will see the arbitrage opportunities.
You may open demo accounts to test this or look at websites of such online forex brokers. As far as local quotes are determined by local players there are
sometimes arbitrage opportunities among different locations.
